Build a Searchable PDF Viewer in UWP

If we would like to show PDF files in our UWP app, there are some ways to archive this. We could search for third party library's, that provide us the PDF functionality. My problem with that way is, that I was not able to find free PDF library's. The most of them are proprietary and you have to pay for them.
